Going to go with this http://www.newegg.com/Product/Product.aspx?Item=N82E16817371015 . 650W should be more future-proof.

Not only is bigger more future proof, bigger also means running cooler at your needed power levels. (Ideally double your computer's power needs for the greatest cooling demands.)

If you had mentioned the flickering lights earlier and installing a new energy meter, I'd have told you to call the power company back out to have things checked if you haven't already. I'd still suggest doing that. The PSU may very well be in perfect working order, but with faulty power, misbehave because it's being pushed near peak usage.
